Prior to the Internet, delivery of every vote, especially in a usable format, was a practical impossibility. If printed on paper, each House vote would require approximately 18 pages. In 2000 there were 603 House votes. If we had printed those votes on paper, we would have had to print over 10,000 pages PER SUBSCRIBER for just the House votes. The cost for each subscriber would have been prohibitive and is the reason publishers who do print Congressional votes (in a columnar format) charge so much for their product.

The cost of a lifetime subscription is $5000. A lifetime subscription will also protect against expected subscription increases and will ensure continued access to the most comprehensive, non-partisan, vote-study data on the internet. We are constantly expanding our proprietary Congressional voting information.

C.O.P. is now offering a $100 email subscription for those who only want a weekly report on a member of Congress. The report will contain the number of missed votes, the number of times the member voted against their party's position, and a liberal/conservative support score. Each of these categories will also contain percentages and rankings. The report will be sent every week Congress meets and takes qualifying votes. Each member's weekly report requires a separate $10 subscription. This is a new service requiring current Web Access and Email subscribers to subscribe separately.

A disk subscription offers the same choices as an email subscription. The only difference is that the information is mailed once a month on either a CD-ROM Disk, ZIP Disk or a 3.5" IBM type diskettes. We can supply Mac disks but that adds $25 to the cost of the subscription.

C.O.P. is now able to offer licenses to educational, non-profit, and commercial organizations at very low cost. The base license is just $5000 for sites with up to 10,000 users. After that the price is:
Educational Institutions/non-profit organizations: 1.5 cents per potential user.
Examples:
--A University with 16,000 students and 5,000 faculty would pay only $6650.
--A school district with 7,500 students and teachers would pay just $5000.
--Organizations of more than 50,000 should contact COP for special pricing.
Commercial Organizations: 5 cents per potential user
The cost of a lifetime site-license subscription is only $20000 regardless of size. A lifetime subscription will also protect against expected subscription increases and will ensure continued access to the most comprehensive, non-partisan, vote-study data on the internet. We are constantly expanding our proprietary Congressional voting information.

C.O.P. is now offering access to each day's votes in a format that better suits wireless web screens. The special pages are available to any C.O.P. subscriber upon request. Wireless pages will change each day Congress is in session and will not be archived. Subscribers, who want access to previous vote-information, can access that information on C.O.P.'s normal web pages. For an additional amount, C.O.P. subscribers may request specific information in the wireless format.

C.O.P. is able to offer individual Voting Records for all Members of Congress from 1994 to the present. The information can be supplied by email, diskette, CD-ROM, or ZIP Disk. The cost by email is just $500/year or $5000 for all votes from 1994 to the present. ($25 is added to the total cost for information supplied by diskette, CD-ROM or ZIP Disk). Individual Members Vote-Study information is included where possible at no additional charge. Vote-Studies include: Missing Votes, Party Opposition Votes, and Liberal/Conservative Votes.

C.O.P. continues to expand, influence, and educate.
Although we maintain a strictly confidential subscriber list of
ALL subscribers (an attraction for some) that list now includes
influential officials, individuals, organizations and institutions.
C.O.P. is clearly becoming the definitive electronic publication
of ALL votes that occur in the U.S. House and Senate.
Congressional Observer Publications has been featured on MSNBC
and C-SPAN. We have received numerous awards and are linked on
many prestigious sites.
DATABASE OF VOTES
C.O.P. provides ACCURATE, timely, meaningful, and absolutely non-
partisan coverage of every vote in the House and Senate.
C.O.P. has an expanding database of nine years of Congressional votes
('94, '95, '96, '97, '98, '99, '00, '01 & '02). Every vote in Congress is
listed with the vote-title, vote-description, party-designation, state,
district (for the House), and statistical information/analysis presented
in an easy to read format.
TIMELY PUBLICATION
In January 1998, C.O.P. began posting both House and Senate votes on
the same day the votes occurred (most of the time, we post within an
hour of the vote). We believe our timely publication of these votes
increases their usefulness and value.
LINKS
From 1999 on, C.O.P.'s web-page votes include links directly to the
legislation as well as links to different parts of each vote.
Every member's name on every vote is linked to a page that allows
subscribers direct access to that member's email address, web page,
biographical data, and up-to-date vote-reports (number of missed
votes, number of party-opposition votes, and percent of liberal/
conservative support).
Subscribers can quickly and easily register their opinion to a
Representative or Senator.
Votes are linked directly to legislation. Subscribers can access
the legislation from the vote-description for a more complete
explanation of the bill or resolution. Committee and conference
reports and bill-summaries are also linked whenever possible.
STATISTICAL INFORMATION
Much of our statistical information cannot be found anywhere else.
We have added more analysis to our statistical section of each vote.
In addition to our previous statistical breakdowns (party, caucuses,
liberal/conservative and gender) we have created a categorization of
each House vote according to the population-density of congressional
district. Population-density may prove to be more significant than
traditional categorizations of urban/rural.
We believe C.O.P.'s statistical data provides the most meaningful
information on congressional votes available at any price! A glance
at our data provides a quick and easy perspective on each vote
providing voters the facts to make informed decisions regarding
their elected representatives.
VOTE-STUDIES
Our vote-studies, including "Votes Missed", "Party-Opposition"
and "Liberal/Conservative Scores" are being used in campaigns,
dissertations and other academic studies.
In 2002, we continue to update our vote-studies pages each weekend so that
subscribers will have an up-to-date tool for comparison. Previously,
we had only been able to update the vote-studies in April, August and
at the end of the year's session. Now, subscribers not only can see
how many missed votes each member has, but how that number ranks within
each Congressional body and/or party.
We have also added the Cumulative Missed Votes study. In December 1999,
We published the total number of missed votes since 1995 for both House
and Senate. We will update this total also on a weekly basis.

Subscription Details

I wish we could provide this information without charge but it takes significant money, time and effort to collect, organize, add our information, distribute, and post these votes. This time does not count database development and maintenance nor the time spent creating the computer programs used in this system. Adding access through the Web has significantly increased the cost. Even so, our charges are about 1/100 of the other sources for COMPLETE/ACCURATE electronic votes.
