It has been said that there is not a dime's worth of difference between the two parties. C.O.P. has developed a way of objectively distinguishing between the two parties. We wanted to make sure that the differences were clear so we have taken only those votes where two-thirds (2/3) of Republicans have voted one way and two-thirds (2/3) of Democrats have voted the other way. We have created files for: 2003 House, 2003 Senate, 2004 House, 2004 Senate, 2005 House, and 2005 Senate. (The 2005 files contain information through the August recess.) Each year has 2 files: One file contains the title of each vote and the second file contains a complete description of each vote.
