Election of Speaker: By a yea-and-nay vote of 220 yeas to 205 nays, with 2 voting "present", Roll No. 2, Dennis Hastert of the State of Illinois was elected Speaker of the House of Representatives over Richard A. Gephardt of the State of Missouri. Representatives Thomas of California, Gejdenson, Roukema, and Kaptur acted as tellers. The Speaker was escorted to the Chair by Representatives Gephardt, Armey, DeLay, Bonior, Watts (OK), Frost, Rush, Jackson, Lipinski, Gutierrez, Blagojevich, Hyde, Davis (IL), Crane, Schakowsky, Porter, Weller, Costello, Biggert, Ewing, Manzullo, Evans, LaHood, Phelps, Shimkus.
...Representative Dingell, Dean of the House, administered the oath of office to the Speaker, who subsequently administered the oath to Members-elect who were present en bloc.
...Party Leaders: It was announced that Representatives Armey and Gephardt had been elected majority and minority leaders, respectively, and that Representatives DeLay and Bonior had been appointed majority and minority whips, respectively. {Note: A Yea vote was recorded as a vote for Hastert and a Nay vote was recorded as a vote for Gephardt}.

House Rules-H. Res. 5, adopting the Rules of the House of Representatives for the One Hundred Sixth Congress: By a yea-and-nay vote of 216 yeas to 207 nays, Roll No. 3, the House agreed to order the previous question on the resolution.

Res. 5, adopting the Rules of the House of Representatives for the One Hundred Sixth Congress: By a yea-and-nay vote of 201 yeas to 218 nays, Roll No. 4, the House rejected the Moakley motion to commit the resolution with instructions to a select committee and to report back immediately with amendments which set new ratios for membership on standing committees and which insert a "pay-as-you-go" provision for budget purposes pending the actuarial soundness of the Social Security Trust Fund.
